The Capital Facilities Tax is up for renewal November 5, 2013.
Everyone in Sheridan County benefits from the projects that have been completed with this critical revenue source.
This is the sales tax that generates approximately $5 million annually for infrastructure projects within Sheridan County, including the communities of Clearmont, Dayton, Ranchester, and Sheridan.
By voting to renew the tax, you are voting to improve infrastructure that is vital to the condition of your roads, streets, storm water, sewer and water lines.The state has funding for infrastructure but, Cheyenne requires a local match to get that funding.
For every dollar of our Capital Facilities Tax we put into the proposed projects we will receive approximately one and a half dollars from Cheyenne.
You may have heard it said that the city has sufficient revenue for street repairs due to the recent increase in the state gasoline tax; however, the ten-cent gas tax increase only raises approximately $250 thousand per year for the City of Sheridan.
The needed replacements to both underground utilities and street surfaces require significantly more funding. Without the cap tax, needed infrastructure projects would be drastically reduced, will take significantly longer to complete and we would still have rusty water lines. We all can see the improvement to our streets in Sheridan that the Capital Facilities Tax has made possible. A recent report to the Sheridan City Council by the Public Works Department indicates the condition of city streets has increased to an overall rating of 72 percent up from a low of 60 percent just a few years ago. Here is a partial list of city projects for which Capital Facilities Tax funds have recently been used:
• Sumner Street Reconstruction, total cost $1.8 million, cap tax amount $1.2 million, completed in 2006
• Linden Ave Reconstruction, total cost $3.2 million, cap tax amount $2.6 million, 2008
• North Broadway/Gould St., total cost $6.1 million, cap tax amount $2.6 million, 2009
• West Downtown Reconstruction Phase 1, total cost $6.5 million, cap tax amount $4 million, 2009
• West Downtown Reconstruction Phase 2, total cost $ 4.4 million, cap tax amount $2.5 million, 2009
• West Downtown Reconstruction Phase 3, total cost $3 million, cap tax amount $1 million, 2013
• Huntington Neighborhood, total cost $2.1 million, cap tax amount $1.6 million, 2009
• Sugarland Dr. Water Main, total cost $2.5 million, cap tax amount $1.1 million, 2010
• North Main Reconstruction, total cost $15 million, cap tax amount $1.2 million, 2011
• West Brundage Lane, total cost $2.2 million, cap tax amount $1.6 million, 2011
• South Side Sewer Slip Line, total cost $1.4 million, cap tax amount $625,000, 2011
