SHERIDAN — City Council approved the final plat for Cloud Peak Ranch 17th filing at its regularly scheduled meeting Monday.
The plat subdivides a portion of the Sheridan Country Club Minor Subdivision, located west of the intersection of Mydland Road and Bruce Mountain Drive near Highland Park School, into 36 lots and four open space outlots on nearly 14 acres of land.

City Planning and Development Director Robert Briggs said the item was tabled at the Jan. 21 city council meeting so city staff could work with the developer to obtain firmer commitments on three aspects of the design. Staff also wanted a larger picture outlook for the developer’s overall plans for Cloud Peak Ranch development.

Throughout development at Cloud Peak Ranch, city staff have prioritized three requirements, Briggs said. These include acquiring right-of-way on the western boundary of Cloud Peak Ranch for the west corridor and northwest water transmission main loop project; obtaining easements and right-of-way to build the Sheridan pathways system into the development; and dedication of land in the development area for a regional park near the intersection of West Fifth Street and Mydland Road and a neighborhood park east of Highland Park School.

Public Works Director Nic Bateson has worked with Don Roberts, the developer, since the item was tabled in January and told members of City Council that Roberts had agreed to all three requirements, providing 20-foot right-of-ways for the pathway system and stating in a letter of agreement that land would be dedicated for park space.
The property is zoned R-1 Residential and will include single family homes in similar style to neighboring homes, Briggs said.

After pulling the item from the table and before approval, Council members held a lengthy discussion with the developer to see if he would be willing to draft a master plan for a planned unit development for the remainder of Cloud Peak Ranch.

This would bring consistency to the development — with design standards and covenants tied to the overall development and not individual sections that can be changed as desired by an architectural design committee. It would also avoid the process of approving multiple filings that are each a little different.
“When you sell someone a lot, they need to know what will go next to them,” Mayor Dave Kinskey said. “I’m worried it’s going to be Groundhog Day, and we’ll deal with this over and over and over again.”

Roberts said he would consider a planned unit development master plan if he was able to meet with city staff and learn more about the process and the requirements.
In other business:

• City Council approved the annexation of 57.48 acres for the Sheridan Links Planned Unit Development on the old country club golf course, as well as zoning the development as a PUD district on second reading. The land will include a section for large estate homes, a section for patio homes and a B-1 Business section that is currently owned by Grace Anglican Church, which meets in the old country club.

The third and final reading for the annexation and approval of the subdivision final plat will be held at the July 1 council meeting.
